This is another landmark project to implement the spirit of the strategic cooperation agreement between China Shipbuilding Group and Shanghai Municipal Government, promote the optimization and adjustment of the layout and transformation development of the shipbuilding enterprises in Shanghai, thoroughly implement the national strategies such as strong country of the sea, strong country of science and technology, military-civilian integration and Made in China 2025, and promote the high-quality development of China's shipbuilding and offshore industry, and also marks the full start of the construction of the overall relocation project (Hudong-Zhonghua new factory) of Hudong-Zhonghua Shipbuilding (Group) Co.
At 9:00 a.m. that day, on the south coast of Changxing Island, vehicles sounded their horns and construction machinery started, marking the start of the second phase of China Shipbuilding Changxing Shipbuilding Base, as well as the start of the construction of the new China Shipbuilding Hudong-Zhonghua plant. Following the construction principle of "overall planning and step-by-step implementation", the second phase of the project is located along the south shore of Changxing Island, with a total construction area of 431.8 hectares and a total investment of 18 billion RMB.
The whole phase II project will be implemented in two stages, of which the first stage is planned to invest 8 billion RMB, including R&D and design building, combined hull workshop, curved segment welding workshop, outfitting parts module center, painting workshop, 1# indoor dock, 2# open dock, harbor pond, outfitting dock, etc., with a planned construction area of 460,000 square meters, forming the annual production capacity of building 6 special ships, and is planned to be completed by the end of 2023.
The second phase of the project will follow the planning and design principle of "advanced technology and reasonable process", organize production in accordance with modern assembly shipbuilding mode, aim at the world's advanced lean shipbuilding mode, start from process optimization, and make comprehensive use of advanced production concepts such as precision management, information integration, green manufacturing and intelligent manufacturing to establish a scientific and efficient production It will realize rationalization of division of ship segments and general sections, streamlined and automated production, palletization of management, integration of "hull outfitting and coating" and large-scale loading of segments in the dock, forming advantages of assembly shipbuilding, effectively guaranteeing product quality and improving operational safety, and forming mismatched competition with existing large domestic ship assembly bases. It will lead the transformation and development of the domestic shipbuilding industry.
Chen Jun, general manager of Hudong-Zhonghua, said in an interview with the media that the original old factory was in the Huangpu River, and the width of the water had certain restrictions on building large ships. After the new yard is moved to the mouth of the Yangtze River, it will bring advantages for building bigger ships in the future.
"This is a shipyard with a high degree of automation. The old yard had a total of more than 10,000 employees, and the new yard will only retain two-fifths of the employees, increasing efficiency by two to three times while production capacity rises rather than falls." Chen Jun said that this is also an opportunity for the company to transform and upgrade. Through the improvement of information technology, intelligence and automation, the project will contribute to the overall improvement of the whole shipbuilding industry. And the new yard will become one of the most advanced monohull shipyards in the world, thus leading the Chinese shipbuilding industry to take a step forward in the direction of modern shipbuilding.

As early as 2005, the construction of the first phase of Changxing Shipbuilding Base began, and since 2008, Shanghai's shipbuilding industry has been "moving from the Pu River into the East China Sea". Jiangnan Shipbuilding Group took the lead in bidding farewell to the Huangpu River, which has been our companion for more than 140 years, and moved into the Changxing base as a whole. Over the past decade or so, "Jiangnan Changxing" has become the most exciting term in China's shipbuilding industry, turning a barren mudflat on Changxing Island into the largest, most advanced and internationally competitive shipbuilding base in China. 80 square kilometers of Changxing Island has 59 kilometers of deep-water shoreline that does not silt, accumulate or freeze over the years, and when it is combined with When combined with China's rapidly changing shipbuilding and offshore industry, the development potential of this "shipbuilding treasure" is constantly released.

With the gradual completion of the second phase of Changxing Base in 2023, Hudong-Zhonghua Pudong Plant and Hudong Heavy Machinery Pudong Plant are scheduled to start moving one after another in the first half of 2023. According to the strategic cooperation agreement signed between Hudong-Zhonghua, Hudong Heavy Machinery and Jinqiao Group in February 2019, the land after the relocation of the two companies will create a world-class waterfront area with global influence.
After the overall relocation, Hudong-Zhonghua's original site in Pudong, Shanghai, will also be transformed. According to the current plan, the old shipbuilding base will become a humanistic waterfront with historical deposits, preserving and revitalizing the use of industrial heritage and historically protected buildings, and at the same time will be based on the direction of industrial capacity enhancement in Pudong New Area, focusing on the development of strategic emerging industries and future industries.
